So lets say i bought fiio e7 with built battery. If its flat, batt 0%, will the sound still works as i charge it at the same time? I'm planning to use it for desktop and mobile phone.

It depends if the battery's empty. As a general rule for battery maintenance, you're not supposed to drain it to 0 anyway. Generally all battery-powered DACs should work while charging. My D-Zero does - although what I do is charge it full while not running while the laptop is off but plugged in (that way it's not draining and charging at the same time), then when using it, swich off charging (it has a switch that disables it manually).
