Anyway to add Optical Out to a laptop? (USB or ExpressCard)

Any suggestions guys?
 
I have a Fiio E17 and when using USB to it the sound is all crackly.  Only happens in Windows 7 on this laptop (Linux works fine and all other computers I have used work).  So I am looking to get the sound to it another way.  Would a Creative X-Fi Notebook work?  Does it actually use it's own processor or does it just pass the normal USB audio (which may be the issue here :/)
 
Any other suggestions or thoughts?
 
Laptop is a Dell latitude XT if that matters.

Could some setting on the Windows 7 are incorrect or messed up.
Have you checked all the setting in the Win 7's Audio (sound) control panel.
Try using a different program for playing audio files on the Win 7, have you tried Foobar?

Yes and yes, saddly.  Even installed Windows 7 a few times over.  FiiO had no clue either and my desktop works fine (that is x64 though, but x64 did not fix the laptop issues).
