Don't not whether that qualifies as comic or cartoon, but I'd recommend UserFriendly (http://www.userfriendly.org/). And for the German speaking folks: Nicht Lustig (http://www.nicht-lustig.de/toondb/060504.html) is pretty funny. Definitely more cartoon than comic, though...
