Any way to prevent optical out from "turning off" after sound stops playing?

Not sure if it was a recent update or it's just finally annoyed me enough but the optical out turns off the optical signal (so there's no more light coming out) whenever music stops.  This wouldn't be so bad but even inbetween songs in a playlist it will sometimes do this.  It's annoying because I have the optical in go to a mixamp I use for a dac/headphone amp.  Every time this happens the audio takes a second or so before it starts playing.  When it really gets annoying is when navigating explorer and that "click" from opening folders causes the headphones to make popping noises and the sound comes on and turns off.
 
This is windows 7 and I'm using the onboard realtek driver.  I'm thinking it may be a power save feature but I'd rather disable it since this is on a desktop computer anyway.
