Any way to add resistance to an output? (i.e. "lower" the volume)

The reason I ask is because both my TV and my old stereo system produces a constant (i.e. does not scale with volume) baseline noise that I can hear VERY clearly with a regular 32 or 64Ohm headphones, so I'm wondering if there's any way to add resistance (a "volume" control, so to speak) so that the noise is killed. This way, I can still hear the sound by upping the volume, but not the noise.

EDIT: Holy crap, all the DIY instructions seems pretty dang complicated... I thought it'd be a dirt cheap simple adapter with a passive resistance or something (you know... to make life much simpler?)... But I guess not.

Hmm, what if I take apart a volume control for a pair of cheap earphones and then rewire it to connect with a extension cord, and then plug my headphone into it and adjust the volume when I want to get rid of the noise/lower the volume? Would that work?
