If you don't want ads, I would look into P4Host. I've used them for several years now, and the uptime has been pretty good. Customer service replies are usually very quick. I'm on the yearly plan, which is $24/year + a domain from GoDaddy ($4.95/year, I used a coupon code I found w/ a quick google). For that price I get 150MB of storage, 5GB monthly bandwidth, a quick linux dual opteron or xeon server, and lots of web apps ready to install through fantastico.

If you want anything more than 150MB I'd recommend Surpass Hosting. For $65/year you get 5GB or storage and 200GB of bandwidth. They have great support and are pretty liberal with what you can do on their servers.

If you wanted a free service I would just use Flickr combined with Blogger or Wordpress and that should cover your needs.
