An old High End(3-4 years old) DAC VS a new DAC that is not high-end, but has newer technology; for the same price?

That's a good question, I don't think it can be answered without knowing the specific models.
So that my answer is at least somewhat helpful(though I may be horribly wrong) I would say for a disc fronted system you won't be missing out on much with the older DAC. Much of the innovation in the past few years has been aimed at computer playback and in improving the connection to the PC.

I'd take the older DAC for less money and use a good USB converter.
