Well, up to a point. Don't mean to be redundant, but there's still the problem of the source. For example, when I was listening to the ass-end of a computer, the first thing I did to improve the sound (I was listening on Beyer DT770's) was to get an amp. The bass wasn't there. The problem, at that point, was with the soundcard. No amp or EQ in the world could make that soundcard generate any bass.
