Are there any amps that would take the treble of the HD700s? Preferably under $150?

The Matrix M Stage with the "Class A Mod" from Tam would do it. A little more than your budget but within reach if you grab the original version which is still for sale. You can also get one used. The mod makes it real warm.

I have been considering going outside my budget and getting the Schiit Lyr. At about $350 for a used one, would there be anything better suited near that price point?

I have the HD700s. I really like the Schiit Asgard2 with the HD700. It was the first step I took to tame the treble on the HD700 and really begin to enjoy it (the next step was getting an Uber Bifrost, this set the HD700 in another level). Also consider setting your 6 or 7kHz band on your players graphic EQ to 2db less than whatever it is now. This helped me alot.

I also just got a Schiit Magni for my office and trie the HD700 on that amp, and really liked the results a lot!
