Headphone amp can improve sound (not headphones

) providing that your source and headphones are up to the challenge. Effects are more obvious and noticeable for high impedance cans like Sennheiser HD580/HD600 and HD650, but also noticeable on low impedance cans like Sony MDR-CD3000 and so on.

I'm not sure exactly what you're asking, but I think the answer is going to be "it depends".

It depends on what source and what headphones. No amp will make a $2 set of earbuds sound good on a noisy computer built-in sound card. But it's not just about cost. My $15 KSC-55s benefit more from an amp than my $40 PX-200s do, it's a matter of impedance and sensitivity.
