Currently, I have an MDR V6 with a xonar DG sound card. The DT990s 250ohm looks like a really good upgrade and I'm wondering if I need a new amp/DAC/ or Sound card? My budget is 100$ max. I listen to mainly electronic music; Bigroom EDM, Deep House, a little bit of Hip Hop. I also game alot as well, mainly CS:GO.

The Xonar DG is not speced for 250 ohm headphones. But if it sounds good to you, you might not worry about it

Im a little newbie....... I have one DT 770 pro 250 ohm   with  Asus D2  ,  and Sound Blaster Z. 
 
Asus dont have amplificated headphone line out,  but  the board,  move  the DT at "great" level...
Sound Blaster Z (really cheap)  has a cirrus dac,  600 ohm headphone line out.   It´s the same board as SB ZS!    it´s good for 250 ohm headphones.
 
"The best sound of all",  I get it  with an JDS O2 amplifier connected to the Sound Blaster Z, using bi-ampli  is not a problem,  the sound is clean even at really high volume.    The O2 is cheap  and really impressive.      (SBZ Headphone out >> JDS O2 >> Headphone)
