The "bad" part is Fairchild 2N3904CBU or 2N3904CTA (the "C" suffix denotes that the pin-out has collector as the middle pin, which is wrong). Mouser does not show a PNP version of these.

Well I'm not sure about the 2N3906, but if you look up 2N3904CTA, you'll see that the item description mentions that the collector is middle pin, but it links to the same datasheet as the other ones so it's very misleading. Look at your order to see if you got the CTA version.
