He has capabilities up to 192khz but only 96khz via optical.

I believe you'd have to use WASAPI, which then would take care of the sample rate switching automatically.

 
How would WASAPI help anything? Does it bypass onboard?

It allows exclusive output, for bit exact output.
 
You don't have to deal with the Windows mixer.

Out of curiosity, how does the UD-H01 perform when running through USB? There are multiple ways to improve (read, correct/prevent issues) audio through USB.

It is a big pain considering WASAPI likes to mess up when you are trying to browse the net

well now that I have the thing working mostly correctly, it is definitely obvious this thing is not worth $350. Sure it sounds nice, bass is powerful, clear highs, good separation, but NOT worth what I paid.

Hm, maybe if you stop or pause a song Foobar releases the resources, causing the clicking and cutting off.
 
Try making sure the output of the shared format is the same as WASAPI's output. 
 
Bummer to hear it's not up to par, but perhaps you're not giving it enough time. I mean, you just got the thing working. haha.
Wait until you get the little bugs worked out and give it a fair shake.

No it wouldn't have been worth the hassle, I'm frugal as heck and already have a network A/V receiver with a pretty decent D/A converter in it. So right now I'll do the optical out into a VSX-821 and maybe in the future get an ODAC or an Essence ST/x
