Adding volume to individual songs?

Something I've noticed with a lot of songs is that they're rather quiet, and instead of playing around with the volume of the sound output (which can be quite irritating as my playlist is often on random [quiet, quiet, OWLOUD])
Are there any programs that can boost the volume of said quiet songs (permanently) WITHOUT introducing loads of distortion? I tried raising the overall volume with Nero Wave Editor, but to no avail, all I got was horrible distortion.
Any ideas?

The process you may be interested in is normalization. Unfortunately this has to be done with wave files after they are ripped from cd or during the ripping process before they are turned into mp3s or lossless compressed files. Try eac for ripping your cds to wave as it is very good and has normalization settings. Set your setting to normalize to say 98% and it will add no distortion to the sound. This will bring quiet tracks up to average level without compressing dynamic range of the music.
