So I've got an issue right now with my e10 where it only works when the playback sample rate is set to 32kHz. Anything above at 44.1kHz gives me massive stuttering and static.  I can't seem to fix the issue so for now I'll have to live with 16b/32kHz playback. Is the difference between 32kHz sample rate and 44.1kHz significant enough for me to notice?

Depends on your hearing and the quality of your system's resampler. There is definitely something wrong with your setup though. If I were you, I'd concentrate on fixing the problem (like checking drivers, plugging the E10 into another computer, etc…). Maybe contact FiiO for support as well.

It looks like your system might have a very high DCP latency.
You can simply check this by running http://www.thesycon.com/deu/latency_check.shtml
Sometimes using another USB port helps.
