Is this 2 private messages per day thing just for new members until they reach a certain number of posts, or is that how it is for everyone? I can't imagine its the latter.

It's just for new members. Once you've reached a certain number of posts and, I think, also a number of days (can't remember how many but I don't believe it is more than 15), the restriction is lifted. It is there to protect us all from scammers and trolls, just so you know. And yes, we do sometimes have them.
