sounds about in line with what I experienced too.
I would also say that having the volume so low all the time leaves very little actual volume control. Which is also a downside.

Was eyeballing the F2 as a little cutesy companion to my Objective stack. But I want to be able to use the full range of the potentiometer. If 9 am on the dial is already loud, thats a dealbreaker right there for me.

I tend to use quite a bit more of its volume knob than 9 AM.

What headphones are you pairing with the Fulla 2? I think I listen to volumes a lot lower than a lot of people. The only time I need to turn it up past 9 o'clock is when I'm listening to quiet classical or the occasional YouTube video

I listen from 10 to 2 o'clock on average, depending on the headphone, recording, etc. I favor true to life volume levels, though I usually don't make it as loud as it would be in real life. The HIFIMAN HE500 is harder to drive and I sometimes pushed the Fulla 2's limits with it. (It shuts off the signal when that happens.) I use the Koss Porta Pro for videos and usually don't go past 11 o'clock with it, though videos with lower volume are an exception. 12 o'clock is probably my average for the Koss KTXPRO1 with music. Unfortunately, although the Fulla 2 is good for the price, it sounds pretty bad compared to the Chord Mojo. The KTX doesn't sound nearly as good from the Fulla 2. At the moment I usually only use the Fulla 2 as a DAC/amp for the Porta Pro for videos, and when I listen to music I use the iFi micro iDSD as a DAC for the Koss ESP90 driving the Koss ESP950. Once I get rid of the iFi, I'll probably replace the Fulla 2 as the DAC there for awhile. Oh, and I've had many other headphones, listed on my profile.

The Fulla 2 as a pure DAC seems fine though, so I think the amplification stage is what's lacking when it comes to audio quality.  When I A/B'd with my CEntrance DACports I had previously, the DACports sounded better to my ears.  Class A op.
 
I can understand the HiFiMAN HE-500 when it comes to power(I once went to a meet and saw one hooked up to a speaker amp, haha).  But 10 - 2 o'clock on average?  I'm not sure what music genres you listen to, but it doesn't seem feasible with my ears.
 
I put on "only my railgun" - fripSide (I mean, your avatar is literally asking for it).  Foobar2k volume at max(0dB), Windows set at 100%.  I can't even hit 9 o'clock with my HD 6XX before my ears start pleading for me to turn the volume back down.

The KTXPRO1 is 103 dB/mW at 60 ohms. (In comparison, the HD 650 is 103 dB/V at 300 ohms, so the specs are different.) With that track, it's very soft at 9 o'clock, but gets loud quickly. I'm only around 10 o'clock.

I bought 2 of these - 1 for home, 1 for office. Both of them are getting a very slight hiss in the right ear that comes across every 15 seconds or so, and happens regardless of the volume. I am going to attempt more testing via other devices to try and rule out any other pieces in the chain first before assuming its an issue with 2 different Fullas. 
 
I'm using these to power TH-X00, Beyer T90, D770 250ohm, and HE-400i. I feel like it has plenty of power to power them all to volumes higher than I'm comfortable with (and I like loud music). I never use more than 1/2 the range for the X00, or I might go deaf. The Fulla is too much for my HD555, and I won't even try IEM with it. I'd rather keep my hearing.
 
The HE-400i are interesting headphones. Easy to drive, but they'll soak up almost limitless power it seems. Still, the Fulla 2 provides more than enough volume without ever maxing it out.

Yup, volume-wise the Fulla 2 seems adequate.  But for some headphones, the Fulla 2 sometimes doesn't have the juice to really make the cans shine.  Nevertheless they still sound pretty decent as long as the channels are balanced.
 
I got some KZ ZST Colorfuls today(hybrid BA + Dynamic) and it's definitely way too sensitive for the Fulla 2.  I've got to put Windows volume down to 10 instead of 100 for my regular headphones.  Even then, I'm only at 9 o'clock on the knob for volume.
