An OTG cable has a short circuit (sometimes a resistor) between a pin called "Sense" and the 0v pin. This can only be done inside the USB-C connector because in the USB cable there are only 4 wires: 5v 0v data+ and data-, no sense wire.

Same for mine. You have to maintain the button until the 2 leds make a little flash.

But I think it is nothing to do with the max current. You can try on a computer USB socket just to see if it is the same. One thing is sure, if it was ONLY a software problem we would have all this problem. So one part should be depending on the hardware too: charger or N3

Perhaps it also depends on the charger because the current at the end of the charge is certainly very low. There was a similar problem with some ipads. The charging was not detected at the end of the charge.
