Which Android devices are NOT capped at 16/44.1 and can do TRUE HD Audio?

As I read in the Neutron FAQ Android is capped at 16/44.1. There seem to be devices like the DX100, LG G2 and Galaxy Note 3 that aren't capped. Are there more phones (ie Galaxy S4) or tablets that aren't capped so resampling isn't needed? Or can this cap be removed by rooting the device and using another kernel?
