Simple question but I can't seem to find an answer. To wire up the attenuator pictured below as long as the two tabs for each deck are wired together does it matter which way the two are wired up since it's just placing a resistor in the signal? Also I'm assuming the tabs I've circled below with each color are on the same deck.

I ‘m sure these go as follows:
Note I have added some more pale red circles to your picture.
Between the new circles I added and your ones to the right of them are a string of resistors making up the value of the attenuator.  You should be able to measure 10K,50K or whatever it is.  The input goes across these.  I think you’ll find the ground side is the left one.  (if you get these the wrong way round volume would increase instead of decrease.)
The terminal slightly above these is the switch wiper which picks off a portion of the value to give the attenuation.  So that is the output terminal.
