Yes, if you increase it fully. But the point is that at low levels each frequency isn't represented equally well. Frequency response curves are given at a moderate to loud listening volume. At lower levels certain frequencies, especially the bass frequencies, don't come through as powerfully, so that's where tone controls would be useful.
