Suggestions for cheap soundcard?

Santa Cruz is probably better for music than a similarly priced Creative card.

It's a bit over $59 @ newegg but Turtle Beach Santa Cruz. $8 cheaper gets you a Hercules Fortissimo III.

But what do you want to do with these?

The audigy is right in your budget, and it has firewire as a bonus, for the money it's a steal:
price: $44

I haven't directly compared it to other cards in regards to music sound quality, but the sound is clean and the card is compatible with just about everything. I've seen a lot of soundcards in my day, I'm a tech, I won't buy another brand.

You can search for prices, when you decide, at:www.pricewatch.com

I use a santa cruz card and it's got a really great sound and should retail for $50 or less, try www.pricegrabber.com to search for deals on it. newegg.com and googlegear.com are hands down my favorite vendors and I recommend them if they sell whatever soundcard you decide to buy, be it a santa cruz or an audigy 2.

Cheers,
