i thought the purpose of this device is to clean the signal from a possibly noisy usb port and output a cleaner signal to my dac. or maybe my ears is just not sensitive enough to pick up any difference.

The whole point of digital signals is you don't need "clean signal." As long as the bits don't change you are good. Snake oil sellers try hard to bring problems of analog signals to digital signals to cash in.

It is ironic how the fact that digital signals are quantized is often hold against* digital audio (e.g. among vinyl enthusiasts) while the immunity to noise is ignored.

* staircase signal being less natural than analog signal, but there is NOT starcase signals!
