Running izotope ozone on line out? Is it possible?

Yes it is but, you need to do some signal routings there.
 
Here's an example for Windows (should work in 7/8.x/10):
Software:
- Ozone plug-ins (VST)
- Virtual audio Cable driver - http://vb-audio.pagesperso-orange.fr/Voicemeeter/banana.htm
- VST(/ASIO) host software - http://www.hermannseib.com/vsthost.htm
 
Setup:
Install above software
Set system to use "Voicemeeter Input" as it's output channel
Set VSTHost to take it's input from "Voicemeeter Output" (try DS) and set Output to your audio device (use ASIO if possible)
Load needed Ozone VST's into VSTHost (connect the wires (Engine Input - Ozone[1] - [2] - ... - Engine Output))

If there's too much delay in stem then adjust the I/O buffer sizes in Voicemeeter and VSTHost.
Remember also set samplerates equally in each software (use native source audio samplerate).
