If I get a USB DAC and hook it up to an amp like a little dot 2 tube amp, will I still be able to use the equalizer in my Creative Labs Sound Blaster software that came with my soundcard? Or will it by pass the program?

I want to be able to use the equalizer in my computer as I listen from the external amp.

It will bypass that. A USB DAC is actually just a USB soundcard. IT enumerates itself as a soundcard, just as any other does. It is just focused on teh DAC features and is generally minimal soundcard wise.

You would be able to use the equalizer in the software you use to play the file (foobar, winamp, itunes, etc). But your Creative software mostly won't work because it relates specifically to the soundcard hardware you won't be using.

Winamp's stock EQ isn't great btw, use something like Shibatch Super Equalizer instead.
