I am looking for something to replace my steelseries soundcard that I use for my ps4.
 
I need something that has Dolby surround has I will be playing fps games.
 
I was looking at the Asus Xonar U7 and also the Recon3d(I heard there was chat issues with this)
 
It needs to be fully compatible with the ps4 (by this I mean it needs to work with chat and regular audio)
 
My budget is $70-100

The Asus Xonar u7 will not output surround sound from the PS4 as it is a USB soundcard and the surround is done through software on your computer. You will be able to output stereo with it though. The Recon3d is good but not as good as the Mixamp which is average at best, I think your best bet unfortunately is the Astro Mixamp Pro even though in my opinion its just average and does not output the sound that I would like.
