Plenue D3 problem with HIfiman he400se

HI,
my new PD3 is unable to effectively drive headphones.
The PD3 has Output 2.0Vrms Unbalance and Impedance1.0Ω or 4.0Vrms Balance and Impedance1.5Ω.
With a cable balanced the sound is more loud but the volume is alwaysmuch lower than when I use an ampli topping NX1s that as 150mWx2 on 32Ω.
the He400se are 25Ω and 91dB.

What can i do to have a great volume and punching bass? maybe a new ampli?

the Topping NX4 dsd is a great choice or i need a different ampli with a balanced output?

i've tried NX4 but it is not so perfect with he400se and PD3.
