Panasonic SE-4708 "vintage-ish" radio loud static/blasting

Hey all, I've been around this forum quite a bit but have never actually posted, so here goes:

I have a Panasonic SE-4708 (pic related in link, I cannot add images yet) that I picked up at a garage sale, and while the thing WORKS, the issue is, the radio will begin popping and blasting static out of all outputs around 80% of the time, most of the time on the left side. This occurs even when the radio is switched off. If I begin moving any knobs while it is working fine, the blasting will occur. Volume control has no effect on this problem, it will blast at maximum volume and almost blow my speakers out in the process. The volume control works, it just has no effect on this phenomenon.

I'm emailing vintage radio repair shops at the moment, but of course I probably won't get any of them returned today due to it being Thanksgiving.

So, would any of you kind fellows maybe know of a possible source of the issue? Any help or things to try would be greatly appreciated.

I'm no expert and I wouldn't do ANYTHING based on what I say. I have read many threads about vintage amps needing to have capacitors replaced because the old capacitors breakdown with age. I think that would explain why the static you hear can even happen when the unit is switched off. You might be able to find someone in the Vintage Receiver thread in the amp forum that can help.
