If you're running a PC with Windows, and you don't already have FOOBAR installed, I think FOOBAR2000 will be able to do that.
It has a "Shuffle Folder" feature in the playback menu.

Be careful where you download it, others throw in bloatware and junk, so the Foobar website is the only source for the program.

By either creating multiple playlists (with your folders) or using some of the player functions, I'm sure you could achieve what you're after.
I've not tried this Foobar plugin yet, but "foo_random_pools" looks like you can group data however you want, possibly facilitating the effect you're after:

About the Random Pools plugin, from the "Components" section of the Foobar site:

Random Pools

foo_random_pools is a foobar2000 component for creating random playlist entries selected and grouped by various pool definitions.

Mainly you can define titleformat expressions for selecting random groups like albums including sorting and filtering from the media library.

I do know that my FOOBAR, when playback is set on "Random", it does not repeat a song that played in that session, so it gradually moves along through new albums, without repeating any songs all day (not that I've noticed)... I could be wrong...

Hope this helps.

Cheers.
