my set up is a superlux hd 681 paired with an asus dg, software uni xonar and dfx enhancer
when watching a movie the volume always stays at one level for example when theres an explosion or a plane taking off it does not get louder rather the volume gets scaled down to match with the rest of the movie why is that and how can i fix it

That sounds like compression - any signal louder than a given level will be squished (technical term) so there are no peaks in the volume.

I'm not very familiar with the equipment you list so there may be a software setting which is on somewhere, or perhaps the level of one output might be a little hot/high which might be limited by the next component in the chain.

If you don't think there's any software setting for compression, try altering the volume levels of everything to about medium and try some more explosions

guess the word i was looking for compression, when i googled it, it was due to audio enhancements in windows settings, disabled it and it got better not as good as a sub but still better
