The most virtual surround sound amp are optical, and not all of them support dolby digital input, not to mention DTS. And there are other amps for pc are just through usb and act as external soundcard.

Is there any DAC/amp that support hdmi and produce good surround sound?

I searched it 2 years ago but no result, I wonder if there are any news coming out.

Because I play games on both console and pc, and I also watch movies on pc, and I also want relatively good sound quality when listening to music.

A Yamaha A/V receiver can take in HDMI audio and it comes with Silent Cinema, Yamaha's own headphone surround sound feature.
But I would assume a A/V receiver is a bit bigger then what your looking for.
Might be better to get an Astro Mix-amp for use with a gaming console.
And a sound card for use with the PC.

There are other AV receivers that offer Dolby Headphone as well - I think Denon does on some models, for example.

You can also get stand-alone boxes that use USB or S/PDIF to connect to PC and newer game consoles, like the Astro Mix Amp, and Turtle Beach Elite Pro Tactical Audio Controller, which offer headphone surround simulacra (Mix Amp is Dolby Headphone; Turtle Beach is DTS:X).

If you have lots and lots of money, Smyth Research's boxes take HDMI in.

Does Turtle Beach Elite Pro Tactical Audio Controller also support pc surrround sound? without DTS Connect?

It has a manual you can read here:
https://s3.amazonaws.com/vtbroot/Elite+Pro+User+Guides+and+QSGs/TAC_User_Guide.pdf (this took less than 2 minutes to find with Google...)

And like any other USB-connected audio device, it acts as an audio controller with its own drivers, so it doesn't need you to have an existing audio card + driver setup that implements something like DTS:PC (and if you do, its irrelevant, because that will not be providing signal to the USB device).

You will have to physically unplug and re-plug it between the consoles it supports and your PC, as well as changing the mode switch on the rear when you change connections.
