Well, if you mean adding a tag with volume information (replaygain tag) then yes, you can do it with foobar2000.
If you mean actually changing the volume of the sound files, then it wouldn't make any sense to do it on lossless files, because you will lose quality. If you still want to do it then you must convert to wav then use wavgain and back to lossless again.
I think there is a utility to do it for ogg vorbis, i dunno where to find it though.
