FiiO E18 Kunlun--not sure if it will charge and output simultaneously. There might be other ready-made options, or you could DIY one with a splitter of some sort.

The original iFi Micro iDSD Black Label has usb input for audio, and a separate USB output exclusively for charging other devices from its internal battery. It’s charging output isn’t very high though, so the connected device’s battery may still drain—just at a slower rate.

Honestly, Your best bet would be to pair a portable DAC/amp with a small external battery bank. Something like this from Anker can stack easily, while also providing fairly decent charging speed and capacity.

This would work but requires AC charger.

However, you could Jerry-Rig it with a portable pocket charger. For the money it sounds pretty good, but there are obviously more higher end portable DAC/AMPS.
