I have to reinstall soundcard driver after startup. WHY?

Everytime I turn off my computer then turn it on again later I have to reinstall my AV710 drivers. At startup, Win98 will detect a "new multimedia device" and if I don't reinstall drivers, I won't have any sound. Why? This doesn't happen if it's just a restart. Only after power off. In the BIOS, I turned off the onboard audio, something called "Legacy Audio", and disabled soundblaster(I don't even have a SB card, so I just turned it off). Anybody else have this problem?

Try installing the card into a different PCI slot.If you have system mechanic or norton utilities run the system check and registry check.

That's just it. Device Manager shows nothing. It's like I never installed it. But once I install the drivers and get the card working correctly, Device Manager will indicate that everything is working well.
