Should the foobar2K Kernal Streaming buffer be maximized for optimal sound quality?

The buffer is just that, a buffer. It has no impact on sound quality.
I would set it as low as possible, which will depend on your systems speed, and the sound card itself, as well as drivers, etc.
Setting it too low can cause skipping, especially if you do other things while listening to music, so add about 20ms headroom to this.
If you just want a general setting, I would say 100ms is good.
