Controling file size and bitrate in dBpoweramp?

Hey all,
I use dBPoweramp to rip music and cant figure something out:
 
I cant figure out how to control the compressed file size or target bitrate when ripping to flac. The only option is 'Compression level', which affects the file size a little, but not much. For example, I want to rip a 900mb 24/96 flac album into a 16/44 flac at around 800kbps and reduce the album size to around 400mb. how do I do that?
 
When I select  '0' for compression vs '9', the file size difference is only like 40mb. and both are in the upper 770-830mb range, not the 400mb that im looking for.
 
Im sure this  has an easy answer thats probably staring me in the face, but I dont see it. Does dbpoweramp have this capability? if not, what program does?

What you need to look for is a SRC (sample rate conversion) feature. If there's such an option in dBP available, be sure it's good enough for the job and if there isn't then you maybe have to go FLAC --> WAV --> SRC --> FLAC path.

You can't have a set bitrate or filesize for lossless encoding, the encoder will use as much bitrate as it needs to keep all the information. Using higher compression modes (8), will slow down the encoding so it can try and lower the bitrate but there is only so much it can do.

E.G

I have 293.36 GB of 44.1\16 WAV files.

FLAC -0 = 212.42 GB
FLAC -1 = 207.16 GB
FLAC -2 = 206.64 GB
FLAC -3 = 202.06 GB
FLAC -4 = 196.14 GB
FLAC -5 = 195.73 GB
FLAC -6 = 195.72 GB
FLAC -7 = 195.47 GB
FLAC -8 = 195.06 GB

So as jiiteepee suggests use a good sample rate converter to downsample to 44.1\16. Just remember you will be throwing out information when doing the down sample so you will not be able to recreate the original 96\24 file so keep the originals safe.

If you could set the bit-rate it wouldn't be lossless.
