I play in a band which usually provides its own live sound. Hope do do some amateur recording in the coming 12 months too.

Can anyone recommend any good auditory perception training programs for musicians and sound engineers? Don't wish to spend more than $1,000 USD per year if I can help it. Online courses?

What are you trying to perceive? A good sound mixer doesn't go to school to hear. They analyze what they hear and learn from their mistakes. Why not train by actually doing it? Make some recordings, mix them. See how they turn out. Go back and try again and fix your mistakes. That is how you learn.
