ASIO4ALL VS. USB ASIO

There's no such thing as 'USB ASIO.' However, some sound cards and audio interfaces have dedicated ('true') ASIO drivers. These are improvements over a generic method like ASIO4All because they offer lower latency and playback from multiple sources, both useful in a recording situation.

I think the OP is referring to this: USB 2 Audio - low latency audio

Gotcha... So it's a generic driver that allows ASIO for some devices. If it does all of the things that a custom driver would do, then it would be better than ASIO4All for recording purposes. But if you're only using it for playback, it wouldn't be an improvement.
