Keeping the digital signal @0dB until DAC, and controlling volume digitally at DAC would be the best you can do. So, set volume to maximum on iPhone and disable volume sync on gryphon.

I think you don‘t get the point. While the headphone and IEM I use work ok, higher ohm headphones will not be usable with this volume restriction. The law or maybe just the way of conforming to this law is just plain stupid.
