If I were you, I'd buy a $10 DMM from Ebay, the correct power adapter and do the testing recommended by NwAvGuy. The step-by-step instructions on his blog are as clear and simple as it gets. Once you find the problem/s, post a detailed description here and more people would be willing to help.
