It might be at the top of your budget, but I have the Soundmagic HP150 and I think it's terrific value for money sound wise. Build quality seems to be a problem for these cans, but I only use them indoors so it's not a problem for me. It might be something to consider.

Replied just to let you know I power my DT990 pro with an O2 from Epiphany Acoustics and it has more than enough power. Even on the lowest gain setting, which is 1x. 

I have an Moto G first generation which I use all the time with my HiFimeDIY Sabre Android DAC. It works perfectly, so you can cross option 1 off the list. Good luck! Edit: removed signature
