I wouldn't be able to help you any further then what I've experienced. All I did was copy the .dll into the components folder, I made sure foobar was closed before copying it over, after I copied the file over I opened up foobar and browsed to File->Preferences->Components. Select WASAPI...

And for a 2nd opinion, I google'd and got nothing!
