It might appear more bassy since it has a warm sound signature. But they should be pretty close. And you can improve the HE 400S' bass buy changing the pads like people have been mentioning in this thread. Disclaimer: I have never heard the HD 600s but I am going off the opinion of the general...

Also I think you meant, " OEM Velpads <Focus A <Brainwavz"? Right not "OEM Velpads > Focus A > Brainwavz." Because that would mean the velpads were the best and brainwavz the worst. 

It is definitely a solid buy with or without an amp. But having a good dedicated amp or dac will definitely make these better.
