I'm using a AKG k240 mkii with a smsl m3 dac/amp, I am planning to get a r70x. Will it be a considerable step up in audio quality and will I need a better amp.

I don't know for sure what the output impedance (rumored to be 10 ohms) and max power output of the M3 are at 500 ohms but the R70x has an impedance of 470 ohms (sensitivity of 99 dB), so it is conceivable that you may need more power (and, conceivably, if the output impedance is not 10 ohms but rather 50 ohms or higher) lower output impedance depending on the M3's numbers. I do believe it is a meaningful upgrade for you, though.

Hi-jacking the thread...
What do you think aboust SMSL M3? I have also the K240 Mk2 connected to my Creative T40 which are connected to the motherboard (a new asus one). Do you find M3 a good DAC to improve this "sound circuit"?
