The Powerbeats Pro price dropped $50 on amazon, so I ordered. I would not be surprised if a new model was about to come out. I wanted these mainly for outdoor activities. I'm a little concerned because I've never had an IEM before and I'm not sure how well my ears will tolerate them.

As an update for the past five years or so I've been driving my headphones from the output of a Crown D-75A, which even has a 1/4 inch headphone jack in parallel with the speaker wire screws.   No more preamp output for me!

Update:  Microsoft's Groove Music player has the same dropouts, so it is unlikely to be a problem with foobar configuration.
