hi luvdunhill, you might want to check out the lightspeed attenuator. no experience with it but it seems to have picked up a lot of interest at diyaudio. could be configured as balanced as well, although you have to be aware that ldr matching is pita. dont let this discourage you, who knows you...

yes, e-caps should not be operated way below the rated voltage. operation at low voltages causes the aluminum oxide dielectric to thin (reform), which alters the capacitance and break down voltage.
