Deciding if I should get the Sansa Clip+ for its size but was also wondering if it'll have the additional benefit of better sound quality compared to the iPhone 4S and Galaxy S4.

With the Sansa Clip + and Clip Zip, you can used the third party firmware "Rockbox", which should give you the ability to customize the sound of the Clip headphones.
