i'm trying to do the hole cutting mod (kramer mod?) from the ksc75 to my mx516's foam pads, since without them the base was pretty crappy, and with them the highs were covered up, so hopefully this way it'll balance them out

what's the cleanest method to do this?

i dont get it, the bass are crappy but they cover up the highs?
maybe you mean the bass was overpowering the highs.

anyway, to cut a hole in the pads is (from what i know) is not the kramer mod, its just cutting a hole in the pad with scissors at about the size of an inch.

the kramer mod is cutting certain portions of the grill(plate) to inrease a certain freq range (highs or lows). To do that, you only need a drill or whatever you could use that does the same thing.
