The W4r improve further with good amping and can easily beat the HD25 with higher resolution soundquality, soundstage and imaging. The other IEMs like Sony EX1000, PFE 232(sound naturally change with included tips), Heir Audio 4Ai, CK100Pro are amazing sounding for the price and they also improve with AMPs help. But with this budget you can buy used high-end custom IEMs like JH13Pro, Westone ES5, U M Miracle from here and send them for reshell.

Heir 4ai or Westone 4....Heir might have a slight edge in sound but westone has an edge comfort wise...they are very close all around...would be worth a listen if you can find someone that owns both near you.  4ai would be best choice without an amp and tzar 350 with.

Along with the recommendations here, you're looking at the right stuff. Problem is that you'll need to listen for yourself. We all have out favs and bought them for a reason. New products like the tzar 90 or a custom like the Alclair Reference help make this more daunting.

Honestly, if you ask 10 different people, you'll get 10 different answers.  9 of the 10 will suggest what they already own.

The "best" is what you're listening to right then and there.
