I listen to a lot of Hip-Hop and funk music, so Bass is a must here, so warm-toned cans wouldn't be a complaint here, as long as they hit hard enough for how much they drown the other notes.

$60-70 is a very interesting price range, you have some options. Can you tell us more details? Open/closed? Portable/home use? Size? Is style important?
 
Let me suggest the JVC HA-500 - look at this monster thread: http://www.head-fi.org/t/621063/the-new-jvc-ha-s500-40mm-carbon-nanotubes. Apparently they have satisfying, punchy bass. And they look nice.
